Our People

Rhys Turner is an external affairs, regulatory and communications executive with 24 years’ experience across government, industry and professional services. His career has been concentrated in highly regulated and socially contested sectors, including FMCG, oil and gas, gambling, agriculture, energy infrastructure and public finance, where commercial outcomes are determined as much by policy, politics and public opinion as by markets.

Prior to founding RST Advisory in 2025, Rhys was Director, External Affairs and Communications (Australia) for a major multi-national FMCG company, with responsibility for public policy, regulatory strategy, sustainability, government relations, and communications. He previously served as Queensland State Director at the Australian Petroleum Production & Exploration Association, was Head of Government and Industry Affairs at Tatts Group, and Associate Director at Kreab Gavin Anderson.

In government, he held senior roles including Chief of Staff within the Federal and Queensland governments as well as Senior Ministerial Media Adviser in Western Australia. Rhys commenced his public sector career in the office then Prime Minister the Hon. John Howard OM AC.

Across these roles Rhys has led national advocacy and reform programs, licence and regulatory negotiations, crisis and issues management, and large-scale stakeholder and communications campaigns, consistently delivering outcomes in environments of significant political and regulatory uncertainty.

Rhys holds an MBA (Corporate) from Bond University and has completed the Australian Institute of Company Directors’ Company Directors Course. He is based in Brisbane.

Why RST Advisory

Global and domestic instability is redefining how businesses manage risk. Trade wars, military conflicts, economic nationalism, and evolving regulatory landscapes create uncertainty, while elections, policy reversals, and activist movements amplify volatility. To thrive, organisations must anticipate disruptions and implement forward-thinking risk management frameworks.

Resilience demands integrated political intelligence and public policy strategies.

  • Predictive analysis and trend monitoring enable organisations to stay ahead of policy shifts.
  • Campaign-driven stakeholder engagement ensures businesses shape narratives and proactively influence public discourse.
  • Pre-emptive crisis mitigation through government and media relations defends against unexpected regulatory challenges.
  • Public affairs strategies must align corporate interests with geopolitical realities, fostering transparency, credibility, and stakeholder trust.

At RST Advisory, we empower businesses with innovative risk management solutions, combining regulatory analysis, stakeholder engagement, and crisis mitigation to ensure clients remain agile, resilient, and well-positioned amid geopolitical and political disruptions.
